How to fight corruption in India - We wrote a letter to President of India and others.

I was very much impressed with her views and hence I am forwarding it to you, and to the Vice President, Prime Minister, Leader of the Opposition, Speaker of the Lok Sabha, Chief Justice of India and last but not the least, the Chief Election Commissioner. You being the people in power, you must know how keenly we, the commoners aspire to change our beloved motherland for better.


Corruption - Three Simple Formulae to Combat it.

Corruption, a malaise in our system is present at various levels. We are aghast at the way it has held sway in India. I think we have begun to ignore it and indeed find it welcome because it helps us finish our work quickly. Surprisingly, the ones who follow it are generally the ones who have all the laws at their finger tips. Reviewing things from an objective level, people seem to have become complacent with one reigning thought - where money is primary, all else will take a back seat.

I can understand people giving bribes at the moment because they have no choice. But I cannot condone any justification of corruption that says paying a penalty for an infringement is heavier than giving a bribe. If we are really honest citizens, we should be prepared to pay the penalty with head held high.

While identifying the corruption levels, we can pitch them at three levels - The politicians whom we dotingly elect, the bureaucracy (which also includes the judiciary, the police, etc.), civil servants and the other government employees. Now, for each level, the method of combat may have to be different. Still I wonder whether it could be a foolproof method. I venture to present them here through this forum thinking that it is going to do nobody any harm to see if something could be tried. At the outset, it would do well to remember that an act of corruption is never, never legally justifiable. So it can be neutralized with the aid of proper harnessing of antidotes.
Firstly, corruption at the low levels can be scoured if e-governance is introduced in a big way, as it would hopefully eliminate the intermediaries. The clerks who handle the documents, issue receipts and get us the necessary signatures are being pampered. E-governance would eliminate them as we can send them directly to the concerned staff through the net, get it signed, scanned and resent to us so that we download all the signed documents through the net; or something to that effect.

On the second level, i.e. with regard to the bureaucracy, corruption takes place due to the disparity that the civil servants perceive in their life style, vis-à-vis their peers. Some being more intelligent find themselves earning less than the MNC employees. Some allowances which imply a diplomatic modification in law may be implemented to satisfy them. Today, as per the government rules and regulations, a government employee cannot have income from any other source. So if a man is capable of earning through other means, he ends up doing it secretly. He may have a passion to take a guest lecture, to enter the law court, to do business and so on. Some others decide that since they are not permitted to earn through legitimate means, why not take bribes. If they are uniformly allowed to pursue other avenues too for a proper source of second income (some of them are already doing it clandestinely), changes can be wrought in a big way. However, a rule can be imposed saying that if a crisis situation is presented where he has to discharge important duties for his government job, he should be right there, sacrificing all other distractions.
Putting it in other words, I argue that the root cause for corruption lies primarily in the loopholes within the government rules itself (which can be easily filled with counter rules), only that some thought has to be spent on it.

Lastly, we come to main roots of corruption, the politicians. As for the political high command, they sell their powers by issuing favorable orders to anyone who gives money (in fact they demand the money). Yes, it is difficult ..... one person who cannot be corrected is the king. Here it is the question of a person's basic faithfulness to morality. It is the question of willingness on the part of the elected representatives to weed out the corruption.
A constitutional amendment laying down certain criteria for eligibility to become a politician can help to some extent in determining the moral fabric of the elected body by fixing a minimum level education/employment or expertise as mandatory to contest for the post. Some injunction which debars people with a shoddy past or court cases dangling on their heads,  to be at the helm of affairs in New Delhi.  Here it is different from the other two groups I discussed earlier, as for them money is "made" out of necessity, whereas politicians make money because of opportunity.

Therefore, to start with they could pass a bill barring those people with rudimentary education (such as a mere 10th pass or plus two pass) from contesting the Lok Sabha as well as Rajya Sabha elections. A law which says strictly that some kind of graduate education / experience in government service / any other semi governing agency / banking services / military, as necessary background for one to contest elections, to start a party and to even become a Panchayat or a Gram Sabha member.

When an uneducated scum from the society is granted an easy entry into politics; the rabble of ex-convicts and plunderers troop in to ransack our treasury. In other words, they perfect their profession with the help of political powers and fit well to achieve the dreams of these corrupt kings and queens of these political parties. Thereafter when they become ministers, they carry with them their low morals and street side upbringing. They add a price tag to everything including their duties, as they do not have the vision or the understanding to view incorruptibility as a form of self respect.

If the leadership of this great country doesn't have the will power to weed out the corruption it is precisely because they themselves are corrupt to the core and won't leave a stone unturned in filling their coffers at the cost of our country and its citizens.

I sincerely hope our honorable President and all others to whom I have addressed this letter seriously take a note of it before it's too late.  Words of some sort of dictatorship are being buzzed around the nooks and corners of our beloved country. "Do our politicians want it to happen?" is a billion dollars question.
